Is the lotto draw a fix ?

I know that this question has been asked a lot of times in the past,but the more i play every week the more i pick up on. Take for instance they mostly get a quest on ever week to start the draw ( Big red plunger on thing ) But if you watch the draw you will see that even after the guest has press the on to start the draw, the man beside the machine presses another on... So does the guest actually start the draw or is it a fix ?
