At work place, The worst southern accent I have ever heard....what to do?

and creep me out is the worst george bush southern thick drawl and IQ mindset of some individuals. The person Im talking about is I have a older guy at work, he dresses up professional, until he opens his mouth. He talks and acts like george w. and has the same joking style (such as laughing at his own joke, winks, and says things like aaallllrighty!) I seriously dont have anything against george w. but damn, the accent so fcuking annoying and goes with the same low IQ tard behavior. To me this is worse than nails on a chalk board. This man also stops in my cube to talk to me and he is one of those people that can talk forever Im talking 45 minutes and more, I tried to drop him hints that I have work to do, and now I have to wear headphones with my iphone so I can keep him from talking to me forever. Second time this week while I had my headphones on, he came over and started another off topic conversation and my worker had to rescue me by calling my phone and acting like a client. He finally went away. He talks more than doing work, and he is not even on my team. He has the WORST southern alligator catching accent I have ever heard. For example I thought he said "whale", but he was saying "well", and then I thought he said "own" but he said "on". How do I tell this person that I dont understand him because they have the WORST annoying southern drawl I have ever encountered. He is so creepy. Im thinking of working from home because of this person, I have already told my boss, but this dude is not on my team.
