How high can small birds fly?

Just something that i always wondered as a kid. I thought it would be fun to go up in a helicopter (or i guess a hot air baloon would be better) and let a small bird go (like a canary or finch) and see how well it flies? would it be unable to stay up at really high altitudes like an eagle or would it have no real problems?
